The Interim Constitutional Committee (ICC) Voting Platform is a Cardano dApp that allows ADA Holders to participate in a Ranked-Choice Vote for three open spots on the Cardano ICC. This dApp is hosted by Intersect MBO who is serving as facilitator of the election and is powered by the Summon Platform APIs.

The Summon Platform is a community coordination and DAO toolkit serving the Cardano blockchain. The ICC Voting Platform is specifically using the APIs for Summon Snapshot Voting which is designed to facilitate polls where Cardano users can engage in stake-based votes.

You are eligible to vote if you hold a Cardano Wallet with ADA that was delegated to a valid Stake Pool during the Active Stake Snapshot taken on the epoch boundary of June 8 2024. Your Voting Power is the number of Lovelaces (0.000001 ADA) that were associated with your Stake Address at the time that the snapshot was taken.

The Interim Constitutional Committee Election page has a simple interface where you can choose your top six (6) preferred candidates in a ranked order. At any time during the process you can click the “Connect Wallet” button to access the wallet connection interface where a wide range of popular Cardano wallet dApps are supported.

There is a chance you may need to temporarily disable your pop-up blocker or whitelist the election page if you have trouble accessing the wallet connection interface. Once your wallet is connected and you have finalized your candidate selection you may Submit your vote by signing the ballot with your Cardano keys.

Please note that the wallet connection interface will not open until the start of Cardano Epoch 491 (13 June 2024 21:45 UTC) and will close at the end of Cardano Epoch 492 (23 June 2024 21:45 UTC).

Be sure to toggle the “Hardware Wallet” switch on the wallet connection interface if you are using a hardware device. Because many hardware devices do not support CIP-8 message signing protocol this will instead prompt the wallet to sign an expired transaction to confirm your wallet ownership. Since the transaction is expired you will not be assessed any fees on chain.

To vote with a Daedalus/CLI wallet you will need to create a ranked list of your preferred candidates and then use a custom script that you will be provided to build a signed transaction that you can upload for your vote.

Full instructions can be found by pressing the “CLI Ballot Upload” button on the voting page. This is considered a power user action and intended for users familiar with the Cardano CLI.

Stake-based voting assigns voting power proportional to the amount of ADA tokens held by a voter. This means the more ADA tokens you own the greater your influence in the voting process. This is the same concept as your participation in Stake Pools where you receive staking rewards proportional to the amount of ADA delegated.

In a Ranked Choice Ballot vote each voter can rank their top candidates in order of preference. This voting method allows for a more nuanced expression of voter preferences compared to a simple majority vote.

A simple instant run-off election is a voting method where candidates are eliminated in successive rounds. After each round of counting the candidate with the fewest votes is eliminated. Votes for the eliminated candidate are then transferred to the next preferred candidate on each affected ballot.

This process repeats until six candidates remain. The results of the election will then be transmitted to Intersect audited by an impartial third party and shared with the Cardano community. The three candidates receiving the most votes by stake will be declared the winners and seated on the Cardano Interim Constitutional Committee. The candidates ending up in fourth fifth and sixth place will be considered alternates and will be seated if the winners decline or are for some reason unable to serve.

Yes if you wish to change your vote for the ICC Election you can submit another ballot through the ICC Voting Platform. Your most recent submission will be counted when votes are tallied and all other ballots associated with your stake key will be considered invalid.
